Is the IELTS calculator official?

It's an estimate based on the official rounding methodology (mean of four bands, rounded to the nearest half band). Only the test center's result is official.

How is GPA converted between countries?

Universities publish conversion tables; common rules of thumb include ×0.4 from a 10-point scale. Always check the receiving university's guidance.
